The Management Board shall set up a Permanent Stakeholders’ Group on a proposal by the Executive Director, composed of experts representing the relevant stakeholders, such as the information and communication technologies industry, consumer groups, and academic experts in network and information security, and law enforcement and privacy protection authorities.

The Agency may liaise and cooperate with other third countries, as well as international organisations and intergovernmental bodies related to Network and Information Security, and allow them to participate in relevant areas of the Agency’s work as appropriate. Their participation should be submitted, by the Executive Director, for approval to the Management Board.
