Endorses the opinion of the Committee of the Regions, which calls for the concept of multilevel governance to be applied to environmental matters; advocates, in this respect, greater local authority participation throughout the process of defining environmental policy so as to improve implementation of the legislation across the board, including the setting of up teams to transpose environmental law at regional and local level;
