Requests that the Financial Regulation be updated in order to clarify the objectives of the discharge procedure and to clearly define the sanctions to be imposed for not respecting this procedureprovide measures to ensure the discharge process is respected, including possible enforcement measures to ensure appropriate follow-up, such as the use of sanctions; highlights that this should be done in order to hold the EU institutions accountable with the aim of protecting the financial interests of EU citizens; stresses that there should be no exceptions;
