Considers that the EU budget is not the adequate tool for financing migration policies, as most Member States remainBelieves that promoting peace, security and justice in developing countries is of paramount importance for the EU in order to address the root causes of migration; recognises that expenditure relating to security is particularly reluctevant to launch a common policy in this fieldin the current efforts to comprehensively address the security-development nexus and deliver on Goal 16 of the Sustainable Development Agenda;

Reiterates its rejection of the use of development funds for non-development objectives and underlines that funding that does not fulfil ODA criteria must be sourced from other instruments than the DCI and the EDFpoints out that programming is to be designed so as to fulfil to the greatest extent possible the criteria for official development assistance (‘ODA’) established by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC), taking into account the Union's aim to ensure over the period 2014-2020 that at least 90 % of its overall external assistance be counted as ODA;
