Calls for the post-2013 CAP to pursue food objectives which encourage new forms of sustainable agricultural production which save energy, reduce the use of chemicals and exploit the potential of ecosystems more effectively; points out that it must be capable of responding to environmental challenges, such as climate change, depletion of resources, biodiversity loss, water pollution and soil erosion, etc.;

Calls for the introduction of a second- tier of direct payments consisting of 25 to 40% of the direct payments in each Member State to be used as an EU-wide incentivisation scheme targeted at enhancing sustainability by improving both resource and production efficiency, making EU agriculture more competitive, in line with the recently published Commission's 'Roadmap for moving to a competitive low carbon economy in 2050';

Points out that a majority of Europeans oppose the use of GMOs in agriculture and food; asks the Commissdeleted (There already is a legislation (directive 2001/18) in relation to GMO dissemination in the environment. This legislation, therefore, to study the possibility of denying funding to agricultural undertakings involved with GMOs;ake on board the risk assessment and management on GM. The labelling threshold is also in place to ensure a freedom of choice for the Consumer.)
