1. Welcomes the fact that renewable energy is being developed in the Member States with a view to meeting their 2020 targets set for 2020by the EU Renewable Energy Directive; calls on the Commission to propose rational goals up to 2030, which should take into account the proportion of electricity to be generated from renewable sources, energy efficiency, clean conventional energy technologies, and CO2 storagean ambitious and binding EU 2030 target for renewable energy in order to ensure continuity and stability;

Maintains that a transitional period is necessary in order to establish European support schemes; suggests that the Commission allow for the effects of the economic crisis and countries' lowBelieves that before calling for a European support scheme it should be assessed whether an EU-wide system for promoting RES would offer a more cost- effective framework to promote renewables; recognises that long-term credit ratings, as reflected in the cutbacks – and the degree of risk involved – inertainty including a 2030 target for renewable energy would contribute to renewable energy investment; stresses that and reduce the risks to those who invest in renewable energy have to be reduced by means of a clear long-term European strategy;

Reiterates that the European Union and its Member States have made the commitment to phase out environmentally harmful subsidies by 2020 within the framework of the Nagoya summit on biodiversity, the G-20 Pittsburgh summit, the Roadmap to a Resource Efficient Europe of the European Commission and Council Conclusions; Stresses the urgent need to tackle environmentally harmful subsidies in the field of energy, both at the national and at EU level; Therefore calls for coordinated action aimed at identifying and phasing out all environmentally harmful subsidies in the field of energy by 2020;
