Supports the sanctions adopted by the EU in reaction to the Russian aggression against Ukraine and stresses that these are scalable and reversible, depending on the fulfilment of the Minsk agreement; calls on the HR/VP to establish clear criteria for addressing further application or lifting of sanctions vis-a-vis Russia as well as for resuming the dialogue with Russia on visa liberalisation, partnership for modernisation, post-PCA negotiations and takes the view that these criteria should include: 1) complete withdrawal of the Russian armed forces from the occupied territories of Ukraine and from the Ukrainian border region; 2) restoration of the Ukrainian jurisdiction in Crimea; 3) non-recognition by Russia of puppet terrorist groups functioning on the territory of Ukraine; 4) non-use of force and other forms of violence; 5) safe return of refugees and internally displaced people to their homes; 6) respect for the right of Ukraine and other Eastern Partnership countries to solve the matters concerning their bilateral relations with the EU independently and without any external pressure;
