Paragraph 7a new

7a. Considers that in the light of the economic crisis and due to severe budgetary constraints in some member states the European Union must take a lead in promoting fiscal restraint by refusing to countenance any non- structural increases in its own budget; and that the Commission must identify savings to be made in areas where spending is discretionary or non- essential; notes that several budget lines are consistently underused; requests that the sums allocated to such budget lines be modified downwards to a more appropriate level, and that any savings resulting from such moves be returned to Member States and not reallocated within the EU budget;
