CMaintains that no action intended to achieve greater resource efficiency can remain confined to the public sector and therefore calls on the Commission, Member States and businesses to base their economic strategies on radically improved resource efficiency leading to a decoupling of economic growth from resource consumption; believes also that there is a need to focus on both the efficiency and effectiveness of resource use;
