WelcomesTakes note of the proposal for the new European Neighbourhood Instrument (ENI) and the increase of funding for the ENP, as requested in its previous resolutions; considers that the distribution of funds should be flexible and adequate for both regions, with an approach that is performance-driven and not geographically driven; notes that more flexibility and simplification should respect the right of democratic scrutiny and be accompanied by increased supervision of the spending;
