Underlines that an environmentally- and economically-sound water sanitation and wastewater management policy should tackle pollution at source before passing all pollutants to a costly end-of-pipe treatment and that the environmental impact assessment shall be taken into account during the marketing authorisation of all products resulting in emissions of chemicals in water; encourages the use of wastewater and by-products of end-of-pipe treatment as a new resource;

Calls on the Commission and Member States to ensure the application of the ‘polluter pays’ and ‘user pays’ principles by means of transparent pricing schemes that aim at full cost recovery; underlines however that social issues should be taken into account when setting water tariffs for personal use and clean water shall be available at an affordable price for human needs; stresses that water pricing should reflect the environmental impact of wastewater treatment and calls on the Commission to ensure appropriate financing of wastewater treatment plants;
