Takes note of the Commission Report presenting the state of implementation of Council Regulation (EC) No 1/2005, which contains the conclusion that the Regulation has a positive, albeit insufficient, impact on the welfare of animals during transport; is of the opinion that the appropriate education and training of freight carriers and transporters is indispensable for the proper treatment of animals, thus forming a basis for their protection and well- being; calls, therefore, on all Member States to improve or extend their education and training programmes wherever necessary;
