Points out that the EU and all of the Member States have signed the Convention on Biological Diversity, implying a need for them to adopt a holistic approach to ecosystem management while taking into account that the component parts of ecosystems are all interconnected, even outside protected areas; notes that the EU and the Member States have not done enough to halt biodiversity loss in Europe;
