1a. Considers that from the constitutional point of view, a reinforcement of the Union institutions is necessary and that the transnational challenges that must be managed, such as climate change and immigration, among others, require a 2019 budget that is higher in real terms than that of 2018;

Calls for the 2019 budget to focus on the priorities outlined in the European Semester, in the resolutions of the European Parliament and in the 2030 Agenda of the United Nations, and on addressing the main concerns of EU citizens that are within EU full or partial responsibility as outlined e.g. in the Eurobarometer 2018; underlines that the most pressing issues lie especially in the area of security and defence, while economic development, growth and youth unemployment are among other crucial areas to be addressed, along with slowing down climate change, reducing inequalities, and the financing of migration, asylum and refugee policies;
