Is convinced that the housing sector can contribute to boost regional development by the consolidation of economic activities based on technological innovation in the field of energy and urban rehabilitation and by strengthening social cohesion in the concerned area, calls on the Commission to launch by June 2011 a European Building Initiative to support and deliver a EU zero energy built environment by 2050;

3b. Stresses that EU funds for buildings rehabilitation should only be delivered to projects supporting deep renovations that imply a reduction of the energy demand of between 50% and 90% over pre- renovation performance depending on the condition of the building, so that by 2050, the stock of existing buildings will be improved by an average of at least 80% over existing levels of performance;
