K. whereas the maintenance of modern, competitive and safe fishing fleets is not incompatible with the reduction in fishing capacity, which has in fact been carried out by various Member States in order to bring it more closely into line with the availability of resources; whereas fisheries is one of the economic activities most affected by the impoverishment of fish stocks caused by the poor state of health of marine ecosystems and whereas its future sustainability will depend on the ability to reverse this trend, by restoring health and balance to the marine ecosystem as a whole.
