This effectiveness is closely linked to the goal of decarbonising transport and the possible measures to achieve this goal, as mentioned in paragraph 3;

Underlines that transport impacts on social, health and security policy and that, in the context of creating a single transport area, employment conditions and education and training must be harmonised and improved; urges the Commission to establish as soon as possible the conditions for effective social dialogue aimed at facilitating this harmonisation; stresses that the creation of, inter alia, European training centres and EU centres of excellence in the relevant Member States can contribute to promoting the quality of training and the status of transport sector employees, as well as to the mutual recognition of training courses;
