Takes the view that the present complicated system could be considerably simplified if theCalls for the Member States to be given more flexibility in defining their reduced VAT rate policy, and at least to be able to review on a regular basis the list of goods and services eligible for reduced tax rates were determined jointly at EU levelin order to take into account specific national circumstances which do not disturb the proper functioning of the single market;
