Expresses concern that formation of new Sharr (Dragash) municipality by merging Gora and Opolje municipalities has negatively impacted the size of the Gorani minority and has hindered human rights of its members by turning them from a majority into a minority in this new administrative unit; recommends the reestablishment of the Gora municipality with a view of better safeguarding the rights of the endangered Gorani community;
