Strongly urges the Commission and the Member States to encourage young people, including the most disadvantaged, to pursue a participatory approach to life, by using online and offline democracy tools and by involving the relevant stakeholders, such as social partners, civil society and youth organisations, in the development, implementation and assessment of youth policies; notes that e- democracy tools could prove to be particularly useful when reaching out to the less disadvantaged and non-organized youth.

Recalls that there is a tendency of declining youth participation at national and local elections and that young people need political commitment and to be able to see the result of their contribution. Therefore, reminds that opportunities to experience political participation in their own environment and local communities from an early age is crucial for young people to become active citizens and the EYS should take this into consideration.
