The rapporteur regretted that Parliament had not managed to obtain the ECU 10.5 million it wanted from the Council for this two-year programme. The total budget was ECU 7 million. She wanted priority to be given to small independent publishers and to the translation of works published in less widely used languages. Commissioner Brittan shared the rapporteur’s disappointment and stated that a conference on Ariane would be held in November. He said finally that the number of applications received during the year had increased significantly compared to the number submitted during the pilot scheme the previous year.
The Council noted that the main problem still to be resolved with Parliament concerned the financial allocation for this initiative. The Conciliation Committee was to be convened under the Dutch Presidency.
While regretting the problems that had been encountered in making the programme a reality, the rapporteur, Mrs Mouskouri (EPP, GR), referred to the four substantial changes that the Council had made to the initial proposal. The programme’s duration had been reduced from five to two years; the budget had also been cut from ECU 34 million over five years to ECU 7 million over two years (and in any case, with such a limited budget the Culture Committee had called for an increase of ECU 3.5 million); the setting up of a joint committee (consultative and management), which was something Parliament had been against, preferring instead the initial arrangement of the Consultative Committee; finally, the provision of six priority actions instead of three main actions. While accepting this amendment, which would provide a clearer view of the scope of the programme, Mrs Mouskouri wanted to see actions to promote reading essentially based around the translation of works that had been produced in the EU’s less widely used languages. Commissioner Oreja declared that the Commission could accept those amendments relating to the consultative committee and those that concerned the different actions and the lesser used languages. However, the Commissioner stated that it could not accept the increased budget allocation, which would continue to depend on whether or not the programme was to be extended. Similarly, the Commission thought that it was not possible to justify Amendment No 1, which provided for a change of title.
The Council noted that it was unable to achieve the unanimity required to take a decision. Bearing in mind the interest shown by fourteen delegations, the Commission would study the possibility of broadening the proposed programme to include book-related aspects other than translation, and make proposals accordingly.
In its Opinion the Committee recalled that EU action in the field of culture should not be to the detriment of cultural specificities, but should instead foster contact between cultures and the full development of minority languages. It suggested that historical works be added to the types of work covered by the programme. It also proposed: - that the Aristeion prize should be divided into a number of categories according to the type of work translated (literary, dramatic, historical, reference or from a lesser-used language); - that the programme should help to improve the channels of dissemination (including computerisation and telematics); - that training requirements under the Ariane programme be made eligible for EU human resources programmes; - that the production of bilingual books should be encouraged; - that Ariane should be open to Eastern countries; - that regional and local institutions be involved in monitoring the programme.
Mrs MOUSKOURI noted that first and foremost the programme should be renamed as proposed by the amendment: ‘Community support programme in the field of translation’, which ‘acts as Ariadne’s thread’. The amendments sought to: open up the programme to the EEA countries and to the countries that had signed cooperation agreements with the Union; support works produced by young authors and small publishing companies; create a database to encourage cooperation between publishers at European level. Commissioner Oreja stated that the programme was only the beginning of the efforts to promote literary works and that it would go hand in hand with another programme on cultural heritage. The Commission could take over most of the amendments, changing some (such as Amendments Nos 22, 30 and 31 where the expression ‘indigenous languages’ would be replaced with ‘vernacular or regional languages’) and supplementing others (Amendment No 28 on the provisional assessment to be postponed to the end of the first two years of operation). However, the Commission rejected the following amendments: - Amendments Nos 9, 14, 34, 35, 38, 40, 48 and 49 on economic rules, the status of translators, the training of publishers, librarians and booksellers in new technologies, and the publication of Braille works for blind readers since all of these matters were to be dealt with at a later stage in a specific programme on books and reading; in addition, a special programme on the disadvantaged was being drawn up. - Amendments Nos 25, 27 and 45 as they were not consistent with the rules on comitology. - Amendment No 36 on giving priority to publishers who had not previously had Community grants as an impartial system for the selection of works and priority for small, independent publishers were already provided for in the programme.
The Council examined the proposal for a decision establishing a Community support programme for the dissemination of literary, dramatic and reference works through translation and further training of literary translators (Ariane). At this stage one delegation maintained its reservation on the value of the programme. In view of this problem and of questions on the duration and funding of Ariane similar to those encountered in discussion of the Kaleidoscope programme, the Council asked the Committee on Cultural Affairs and the Permanent Representatives Committee to continue study of the proposal. These proceedings would take place in the light of the Council’s discussions and after consideration of the European Parliament’s opinion, expected shortly, so that the Council could adopt a common position at its next meeting.
