The Council adopted a resolution further to the agreement establishing the 1998 employment guidelines reached by the extraordinary European Council meeting on employment in Luxembourg on 21 November 1997. These guidelines centred on four main lines of action: 1) improving employability, 2) developing entrepreneurship, 3) encouraging adaptability of businesses and their employees, 4) strengthening the policies for equal opportunities. Nineteen specific guidelines were identified within these four lines of action, including the following in particular: - In terms of improving employability: the commitment to tackle youth unemployment and prevent long-term adult unemployment by developing strategies to offer every unemployed young person a new start before reaching six months of unemployment (training, retraining, etc.) and similar measures for unemployed adults before reaching twelve months of unemployment. Steps should also be taken to ensure the transition from passive measures to active measures in the search for employment. The target was to increase the percentage of unemployed benefiting from training or any similar measure to 20% and to gradually achieve the average of the three most successful Member States in this area. Measures were also envisaged for coordinating the actions to be implemented with the social partners and for easing the transition from school to work through all appropriate initiatives (particularly for young people who leave the school system prematurely); - In terms of developing entrepreneurship: the commitment to make it easier to start up and run businesses through measures aimed at significantly reducing the overheads and administrative burdens for businesses (and especially SMEs) when hiring additional workers. The reduction of tax obstacles to setting up businesses was also envisaged. Other measures were also identified to exploit the new sources of employment created by new technologies and the social economy. The taxation system should also be made more employment-friendly: this was why initiatives were planned to gradually reduce the fiscal pressure on labour and non-wage labour costs (particularly low-paid labour). A possible tax on energy and the fight against pollutant emissions should also be considered; - In terms of encouraging the adaptability of businesses and their employees: the commitment to modernise work organisation in cooperation with the social partners. Initiatives should be taken, in particular to develop ways of expressing working time as an annual figure, reduce working hours and develop part-time working. Measures were also envisaged for reviewing existing employment contracts in the Member States in order to make these more flexible while maintaining an adequate level of social protection. Steps should also be taken to identify obstacles, particularly tax obstacles, to investment in human resources in businesses; - In terms of equal opportunities: Member States should attempt to reduce the existing imbalance between female unemployment and male unemployment and to implement active measures allowing women to better reconcile work and family life. This particularly involved increasing levels of access to care services for children and other dependents. Other measures should be adopted to encourage the reintegration of women and men into the labour market after a long absence and to promote the integration of people with disabilities into working life. The adoption of these guidelines marked an important stage in the European Union’s desire to give substance to a common strategy for employment. The next stage would be national as, by 15 April 1998, each Member State had to formulate an action plan for employment into which the 19 general guidelines would be incorporated. A preliminary examination of those national plans would occur at the Cardiff European Council meeting in June 1998 and a report on the employment situation in the Community and on the main measures taken by the Member States to implement their employment policies in the light of the guidelines would be submitted to the Vienna European Council meeting in December 1998.
