PURPOSE: to amend Regulation (EC) No 1059/2003 on the establishment of a common classification of territorial units for statistics (NUTS) by reason of the accession of Bulgaria and Romania to the European Union.

LEGISLATIVE ACT: Regulation (EC) No 176/2008 of the European Parliament and of the Council amending Regulation (EC) No 1059/2003 on the establishment of a common classification of territorial units for statistics (NUTS) by reason of the accession of Bulgaria and Romania to the European Union.

CONTENT: Regulation (EC) No 1059/2003 established a common classification of territorial units for statistics (NUTS) for EU Member States. The Regulation was then amended by Regulation 1888/2005/EC of the European Parliament and of the Council due to the enlargement of the EU with 10 new Member States in 2004.

Because of the accession of Bulgaria and Romania to the European Union, this Regulation establishes the classification of the territorial units for Community statistics for these new Member States.

Details

The European Parliament adopted a resolution drafted by Gerardo GALEOTE (EPP-ED, ES) on the proposal amending Regulation (EC) No 1059/2003 on the establishment of a common classification of territorial units for statistics (NUTS) by reason of the accession of Bulgaria and Romania to the EU. It made two amendments:

a new recital stated that, since the objectives of the Regulation, namely the creation of common statistical standards that permit the production of harmonised data, cannot be sufficiently achieved by the Member States acting alone, the Community may adopt measures in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty. In accordance with the principle of proportionality, as set out in that Article, this Regulation does not go beyond what is necessary to achieve those objectives; Annex III is amended to show Obshtini for Bulgaria (deleting Naseleni mesta) inserted between Belgium and the Czech Republic.

The Committee on Regional Development unanimously adopted – in the first reading of the co-decision procedure - a report drawn up by Gerardo Galeote (EPP-ED, ES) on the proposal amending Regulation (EC) No 1059/2003 on the establishment of a common classification of territorial units for statistics (NUTS) by reason of the accession of Bulgaria and Romania to the EU. It made two amendments:

- a new recital stated that, s ince the objectives of the Regulation, namely the creation of common statistical standards that permit the production of harmonised data, cannot be sufficiently achieved by the Member States acting alone, the Community may adopt measures in accordance with the principle of subsidiarity and proportionality;

Details

PURPOSE: to establish the classification of the territorial units for community statistics for Romania and Bulgaria and amending Regulation 1059/2003/EC .

PROPOSED ACT: Regulation of the European Parliament and of the Council.

CONTENT: Regulation 1059/2003/EC established a common classification of territorial units for statistics (referred to as the “NUTS”) for the Member States. The Regulation was amended due to the enlargement of EU with 10 new Member States in 2004 by amending Regulation 1888/2005/EC.

Because of the accession of Bulgaria and Romania to the European Union, this proposed Regulation establishes the classification of the territorial units for community statistics for these new Member States.
