The European Parliament adopted the resolution on the financing of the European programme of satellite radio navigation (Galileo) under the Interinstitutional Agreement of 17 May 2006 and the multi-annual financial framework 2007-2013. It reminded the Council and Commission that the multi-annual financial framework contains an amount of roughly EUR 1 billion for the operational expenditure of Galileo for the period 2007 to 2013 and that the financial reference amount is EUR 1,005 billion at current prices. Parliament was concerned at the possibility that the additional financing necessary to fill the gap following the failure of the public-private partnership (PPP) could be agreed on an intergovernmental basis, and stated its intention of opposing any solution which would combine Community funding with additional intergovernmental funding. The Commission must present a revised proposal for a regulation on the financing of the Galileo programme, which must be agreed upon by Parliament and the Council under the co-decision procedure.

The House reiterated its support for the Galileo programme, which is of enormous European added value, and expressed its strong support for continuing the programme under EU responsibility. Under these circumstances, the Galileo programme should be financed in full from the Union budget. Members felt that, if the public sector takes on the complete financing of the project, as well as taking over some or all of the risks and liabilities, this factor should be taken into account in a future revised concession contract, especially as regards the reimbursement mechanism for public financial contributions and the price of services.

The Commission was accordingly invited to take the initiative of proposing a revision of the financial framework as provided for in Point 22 of the IIA or by the other means provided for by the IIA. The Council was asked to open negotiations with Parliament as soon as the Commission had presented such a proposal.
