Details

PURPOSE: to approve the conclusion of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, to take account of the accession of Croatia to the European Union.

NON-LEGISLATIVE ACT: Council Decision (EU) 2017/2428 on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part, to take account of the accession of the Republic of Croatia to the European Union.

CONTENT: the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, was signed in Phnom Penh on 11 July 2012.

In accordance with Croatia’s Act of Accession, the accession to the Agreement must be approved by the conclusion of a Protocol to this Agreement. The Protocol to the Framework Agreement has been signed, subject to its conclusion at a later date.

Under this Decision, the Protocol to the Framework Agreement for Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, to take into account Croatia’s accession to the European Union, is hereby approved on behalf of the European Union and its Member States.

Details

The European Parliament adopted by 579 votes to 58, with 43 abstentions, a legislative resolution of 8 June 2016 on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part, to take account of the accession of the Republic of Croatia to the European Union.

Parliament gave its consent to the conclusion of the Protocol.

Details

The Committee on Foreign Affairs adopted the report by Elmar BROK (EPP, DE) on the draft Council decision on the conclusion, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Republic of the Philippines, of the other part, to take account of the accession of the Republic of Croatia to the European Union.

The committee recommended that the European Parliament should give its consent to the conclusion of the Protocol.

The proposed Protocol incorporates Croatia as contracting party to the Agreement and commits the EU to providing the authentic version of the Agreement in the Croatian language.

Details

PROPOSED ACT: Council Decision.

ROLE OF THE EUROPEAN PARLIAMENT: Council may adopt the act only if Parliament has given its consent to the act.

BACKGROUND: in accordance with a Council Decision, the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and Philippines, of the other part has been signed, subject to its conclusion at a later date.

It is now necessary to approve the Protocol on behalf of the European Union.

CONTENT: under this proposal, the Council is called upon to adopt a decision aiming to approve the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, to take account of the accession of Croatia to the European Union.

The proposed Protocol incorporates Croatia as contracting party to the Agreement and commits the EU to providing the authentic version of the Agreement in the Croatian language.

Details

The Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, was signed in Phnom Penh on 11 July 2012.

The Agreement is currently undergoing ratification and has not yet entered into force.

Following a Council Decision on the signing, on behalf of the European Union and its Member States, of the Protocol to the Framework Agreement on Partnership and Cooperation between the European Union and its Member States, of the one part, and the Philippines, of the other part, to take account of the accession Croatia to the European Union, the Protocol was signed.

It is now necessary to approve the Protocol on behalf of the Union and its Member States.
