(32 a) In support of this objective, the Commission, in cooperation with the Member States, should ensure the harmonization of electronic identification systems and the integration of cross- border e-government services. Those measures should enhance the usability and accessibility of identity cards for all Union citizens while maintaining seamless functionality and full interoperability across all Member States.

4. Cooperation with external service providers shall not exclude any liability on the part of a Member State which may arise under. Member States shall ensure that all external providers comply with Union orand national law in respect of breaches of obligations with regard to personal datadata protection law, and additional measures should be adopted to prevent any unauthorized access or misuse of personal data during outsourced processes.
