UNotes that the rapid development of digital processes and services require fast and reliable connections; underlines the need to mobilise and attract investments in order to adequately finance the transition towards digital processes and support the development of associated infrastructure; considers that investments in broadband and the fair allocation of spectrum are crucial for the digitalisation of the transport sector; believes that better use could be made of existing EU funds, in particular the European Fund for Strategic Investments, which has so far not delivered sufficiently on projects of a truly innovative nature;

Stresses that Europe faces a digital gap in terms of skills; calls for the implementation of a skills guarantee and the right to (re-)training andit is important to promote the digital skills of the working- age population by making further training available and providing opportunities for life-long- learning; emphasises the importance of ensuring the promotion of digital skills; calls on industry to grant employees a ‘digital sabbatical’; asks the Commission to launch a pan-European up-skilling initiativobserves that, in enhancing basic skills, special attention should be devoted to people with low levels of educational attainment; observes that, in higher education, high-quality training must be provided for ICT professionals, while knowledge of robotisation in particular should be increased there;
