The scope and level of the suspension of commitments or payments to be imposed shall be proportionate, shall respect the equality of treatment between Member States and shall take into account the economic and social circumstances of the Member State concerned, in particular the level of unemployment, the level of poverty or social exclusion of the Member State concerned in relation to the Union average and the impact of the suspension on the economy of the Member State concerned. The impact of suspensions on programmes of critical importance to address adverse economic or social conditionsstructural conditions, as is the case in the outermost regions in particular, shall be a specific factor to be taken into account.

An additional special allocation corresponding to an aid intensity of EUR 340 per inhabitant per year will be allocated to the outermost NUTS level 2 regions andregions referred to in Article 349 TFEU and an aid intensity of EUR 30 per inhabitant per year will be allocated to the northern sparsely populated NUTS level 2 regions. That allocation will be distributed per region and Member State in a manner proportional to the total population of those regions.
