Given that a great portion of plastic waste in the ocean originates from countries in Asia and Africa, the issues of plastic pollution and waste management capacities should be a priority in the context of the EU's external policy framework ranging from EU development policy, sustainable fisheries partnership agreements, to ocean partnerships in the framework of an international ocean governance;
