1. Highlights the importance of cross- border cooperation programmes in funding educational, cultural, sporting and other activities whose European added value brings citizens closer and fostersich cement mutual trust in border regions; stresses, in this regard, the large number of INTERREG projects devoted to culture, which proves that there is a strong desire among border regions to invest in joint cultural projects; reiterates, therefore, its view that EU financial support for these initiatives should be further strengthened in the next MFF, without losing sight of the distinctive features of each Member State;

Underlines the fact that language barriers are still an important obstacle to cross-border cooperation, especially in border areas without a longstanding tradition of cooperationintrinsically bound up with the existence of nation-states as such; believes that a more targeted use of ESI funds can support the systematic promotion of multilingualism in education and training in border regions, possibly from early childhood education onwards;

Points out, however, that the Member States remain responsible for their education policies and that, secondly, the promotion of multilingualism depends on how far individual Member States can afford to develop education systems of this kind while ensuring genuinely equal access for their citizens, whatever their social and economic situation;

Points out that the promotion of multilingualism in border regions has to contend with several obstacles over and above the difficulty regarding public finances, including the ever more manifest predominance of English, the lingua franca which, as such, is frequently championed as the preferred language to learn; notes that some bilingual countries, for example Belgium, are finding it increasingly difficult to promote and maintain a satisfactory level of bilingualism on their territory, not least because of the competition from English within education;

3. Calls onSuggests that the Member States to facilitate cross-border partnerships between education and training institutions in border regions in order to promote the mobility of students, teachers, trainers and administrative staff, as well as doctoral candidates and researchers;, with the primary aim of transferring knowledge; also underlines that the use of multilingualism within such cross-border partnerships can prepare graduates to enter the employment market on both sides of the border; urges the Member States to, but that this opportunity must not, however, come to resemble a mass labour recruitment drive prompted by differences in wages and unemployment rates from one Member State to another; suggests that the Member States facilitate and encourage the mutual recognition and better understanding of diplomas and professional qualifications between neighbouring regions under a system of equivalence based on objective quality criteria;

Deplores the fact that cross-border flows are often one-way traffic, benefiting countries with high wage levels and low unemployment rates; points out that this situation might have a long-term impact on the Member States' socio-economic equilibrium and growth potential, since they could be deprived of their lifeblood; maintains that any European mobility programme aimed at border regions has to be matched by incentives to return;

Is of the opinion that a strong cross-border cooperation in the area of cultural and creative industries (CCIs) can help to create socio-economic value, growth and jobs (also via clustering of enterprises), while also building bridges, increasing mutual understanding and forging a European consciousness through joint initiatives on cultural heritage-related projectfostering intercultural communication and increasing mutual understanding through joint initiatives on projects related to the cultural heritages of Member States;

5. Strongly believes that border regions, thanks to the existence of long- established contacts between cultural institutions across borders, can create favourable conditions for artistic and cultural mobility, without infringing the Member States' laws, including their tax provisions, and can therefore be vital for thematic tourism and help promote Europe as a tourist destination and a place to explore.
