Hc. whereas, from its third report of 7 December 2012 'on the challenges for European film heritage from the analogue and the digital era', the Commission had already been pointing out that only 1.5% of the European film heritage was digitised; whereas this percentage to date remains the same, despite reiterated concerns that much of it may be lost for ever to future generations, as evidenced, for example, by the fact that only 10% of silent films have been preserved;
