Considers that in order to relaunch the European integration process a structured dialogue with civil society needs to be held, starting on 1 January 2017 in order to coincide with the 70th anniversary of the Treaty of Rome in March 2017 and ending in May 2018 with the holding of a Second European Congress in the Hague on the occasion of the 70th anniversary of the first one, and that to this end the 2017 budget should include the means to fund the activities forming part of this process;
