Points out that recycling processes could be improved and that the Commission and the Member States should redouble their efforts to introduce effective incentives and support and develop research, particularly in the field of biovegetal chemistry and the recycling of chemical substances, in order to reduce the EU's dependence on the countries supplying raw materials and rare earths;
