Committee: PECH
Amendment 22 #

2008/2223(INI)

Motion for a resolution
Paragraph 19

2009/02/02
Committee: PECH

2008/2174(INI)

Motion for a resolution
Paragraph 16
16. Notes that the Green Paper acknowledges the particular development challenges of regions with specific geographical features, such as mountainous regions, island regions and sparsely populated regions; believes that the specific feature of remoteness should also be included; also notes that border regions face specific challenges in terms of accessibility, quality and efficiency; rejects the view that territorial cohesion should be a policy exclusively dedicated to addressing the problems of those regions; considers, however, that special consideration should be given to the development of those regions in order to offset their handicaps and enable them to effectively contribute to the harmonious development of the Union as a whole;
2008/12/10
Committee: REGI
Amendment 121 #

2008/2174(INI)

Motion for a resolution
Paragraph 18 a (new)
18a. Believes, however, that any such definition must allow identification of the manner in which communities across the EU may have common characteristics and assessment of how sectoral and other policies can be best tailored to the specificities of their situation; considers in this connection that, in fact, an assessment of the territorial assets of all EU territories should be undertaken; believes that common definitions of closely related concepts such as "territory", "urban area", "rural area", "upland area", "mountain area", "remote area", and others should be reached.
2008/12/10
Committee: REGI
Amendment 136 #

2008/2174(INI)

Motion for a resolution
Paragraph 21
21. Calls for a significant reinforcement of the European Territorial Cooperation Objective for the next programming period; is convinced of the European added value of this objective, not least because of the direct involvement of regional and local authorities in the planning and implementation of the relevant programmes of cross-border, transnational and interregional cooperation; to that effect, stresses also the importance of the cross-border dimension and the relevant operational programmes of the European Neighbourhood Policy; believes, however, that this should not be done at the expense of the direct support given to regions under the other two objectives;
2008/12/10
Committee: REGI
Amendment 145 #

2008/2174(INI)

Motion for a resolution
Paragraph 23
23. Stresses the need to elaborNotes thate, in the context of territorial cohesion, additional qualitative indicatorsGDP is likely to remain the criterion for determining the eligibility of regions under the convergence objective for structural funding but that, with the purposes of better designing and implementing the corresponding policies on the ground, taking into account the different territorial specificities; underlines, however, that the GDP remains the only eligibility criterion for receiving financial assistance from the Structural Fund, and for allocating funding within such regions, additional qualitative indicators should be employed; stresses the need to develop such indicators;
2008/12/10
Committee: REGI
Amendment 160 #

2008/2174(INI)

Motion for a resolution
Paragraph 23 a (new)

30. Recognises that territorial cohesion introduces some new ideas on how to improve the governance of cohesion policy; agrees with the view that different territorial scales are needed for different problems and that therefore the establishment of real partnerships between all the parties invloved in regional and local development at different levels is a precondition in the process of designing territorial cohesion and calls on the Commission and Member States to make all efforts to develop such a multi-level territorial governance; considers that territorial cohesion should be about identifying the appropriate territorial level for addressing each policy or measure in a way that is as close as possible to the citizen;
