Urges that synergies between Horizon 2020, the European Fund for Strategic Investments (EFSI) and the European Structural and Investment (ESI) Funds should aim at maximising the quantity, quality and impact of research and innovation investments; recommends that local and regional authorities take full advantage of the possibilities of combining those funds to support SMEs, research and innovation projects, including cross-border projects, where appropriate; calls on SMEs to make full use of the opportunities offered by those funds to contribute to the implementation of those ETC programmes;
