3a. Observes that broadband, a key infrastructure, is of great importance to the creative industry in rural areas as a factor in determining the location of operations, and calls on the Commission to encourage Member States, in accordance with the aims of the Digital Agenda, once comprehensive basic broadband coverage has been attained in Europe, to establish adequate high-speed and very high-speed networks, likewise with comprehensive coverage, particularly in rural areas;
