Calls - in keeping with the principle of ‘active subsidiarity’ - for a common regulatory framework laying down binding high-level minimum standards with regard to preventing gambling addiction and betting fraud and to protecting young people; states that, where a provider complies with those minimum standards, the other Member States should recognise this accordingly, in order to avoid unnecessary administrative burden, but may set further conditions; is of the opinion that a pan- European code of conduct for Internet gambling could be a first step;

Calls therefore for cooperation between national regulatory bodies to be considerably expanded, giving them a sufficient remit, with the Commission as coordinator, so as to develop common standards and take joint action against the unregulated black market; states that, in particular for identifying gamblers and combating money laundering, national standalone solutions are not successful; states that the Gaming Regulators European Forum (GREF) network, the European Regulatory Platform and the Internal Market Information System could serve as the basis for this;

Observes that, according to a recently published study2, the gambling market was identified as the sector where the lack of an alternative dispute resolution system most frequently makes itself felt; suggests, therefore, that national regulatory agencies could establish alternative dispute resolution systems for the on-line gambling sector;

Points to the need for pragmatic solutions with regard to advertising for, and sponsoring of, sports events by Internet gambling providers; is of the opinion that common advertising standards should be adopted which sufficiently protect on the one hand vulnerable consumers but on the other hand also regulated markets, but at the same time make sponsorship of international events possible, and that advertising bans are in any case ineffective;
