NON-LEGISLATIVE ACT: European Council Decision 2011/775/EU appointing a member of the Executive Board of the European Central Bank

CONTENT: by this Decision, the European Council appoints Mr Jörg ASMUSSEN a member of the Executive Board of the European Central Bank for a term of office of 8 years as from 1 January 2012.

This follows the announced of 27 September 2011 by the President of the European Central Bank, Mr Jean-Claude TRICHET, of the decision of Mr Jürgen STARK to resign from his position on the Executive Board prior to the end of his term of office on 31 May 2014.

The European Parliament adopted by 480 votes to 69, with 74 abstentions, a decision delivering a favourable opinion on the Council recommendation to appoint Jörg ASMUSSEN (DE) as Member of the Executive Board of the European Central Bank.

The Committee on Economic and Monetary Affairs adopted the report drafted by Sharon BOWLES (ADLE, UK) in which it delivers a favourable opinion on the Council recommendation to appoint Jörg Asmussen as Member of the Executive Board of the European Central Bank.

Members commented on the nomination of Me ASMUSSEN following the evaluation of the credentials of the nominee, in particular in view of the requirements laid down in Article 283(2) of the Treaty on the Functioning of the European Union (TFEU) and in the light of the need for full independence of the European Central Bank pursuant to Article 130 TFEU.

In carrying out this evaluation, the committee received a curriculum vitae from the candidate as well as his replies to the written questionnaire that was sent out to him. The committee subsequently held a one-and-a-half-hour hearing with the nominee on 10 October 2011, at which he made an opening statement and then responded to questions from the members of the committee.

OPINION OF THE GOVERNING COUNCIL OF THE EUROPEAN CENTRAL BANK on a Council recommendation on the appointment of a member of the Executive Board of the European Central Bank.

On 4 October 2011, the European Central Bank (ECB) received a request from the President of the European Council for an opinion on a Council Recommendation of 4 October 2011 on the appointment of a member of the Executive Board of the European Central Bank.

The Council’s recommendation, which was submitted to the European Council, and on which the European Parliament and the ECB’s Governing Council are being consulted, recommends appointing Jörg Asmussen as a member of the ECB’s Executive Board for a term of office of eight years.

The ECB’s Governing Council is of the opinion that the proposed candidate is a person of recognised standing and professional experience in monetary or banking matters as required by Article 283(2) of the Treaty. It states that it has no objection to the Council’s recommendation to appoint Jörg Asmussen.

The executive board of the ECB is responsible for implementation of monetary policy for the euro area, as laid down by the governing council.
