Calls for full respect of Parliament's prerogatives in the annual budgetary procedure and insists on the full application of article 14 (1) TEU; emphasises Parliament’s prerogative to grant discharge pursuant to Article 319 TFEU, as well as the applicable provisions of the Financial Regulation and Parliament’s Rules of Procedure, in order to ensure transparency and democratic accountability; Amendment 10 # Nikolas FARANTOURIS, Anthony SMITH Draft opinion Paragraph 4 4.
