In 1952 he founded an underground Christian Democratic group in Asturias which in 1962 joined the Party of the Christian Democratic Left; national vice-chairman of the latter until 1975. Co-founder of the Christian Democratic Party which in 1977 joined the UCD (Centre Democratic Union) coalition; member of the party's executive committee and political council, and chairman for Asturias.
Deputy in the Cortes since 1977. First Vice-Chairman of the Constitutional Committee of the Constituent Cortes.
Lecturer in the history of Spanish law at the University of Ovido 1952-1962. Twice elected secretary of the Oviedo Bar Association. Vice-president of the Foundation for Humanism and Democracy.
