Diploma of the Paris Institute of Political Studies. Studied at ENA (the National Administrative College). Secretary for foreign affairs in the Ministry of Foreign Affairs 1965; posted to the Directorate for Economic Affairs with responsibility for international economic relations and high-level conferences in the economic and social fields. Left the Ministry of Foreign Affairs in 1970 on secondment to the University of Paris XI as professor of economics at the IUT (University Institute of Technology) of Paris-Sceaux and director of a department of management studies until 1981.
