    Educated at Ripon Grammar School, Yorkshire and Corpus Christi College, Oxford. In 1966 he was one of the first 10 winners of the Kennedy Scholarship of Harvard University where he studied at the Kennedy School of Government under Dr. Henry Kissinger.
