Junior researcher (1968-1970); senior engineer (1970-1973); senior researcher (1973-1976); sector director (1976-1979, 1981-1988); director of research (1979-1981); director, Tallinn botanical gardens (1988-1990).
  • Member of the Estonian Parliament (1992; 1995-2004). Member, Rahvaerakond Mõõdukad party - renamed Sotsiaaldemokraatlik Erakond in 2004 - (since 1996); chairman (1996-2002).
  • Minister for the Environment of Estonia (1992-1994); Prime Minister of Estonia (1994-1995); Member, Supreme Soviet of Estonia (1990-1992); Member of the Congress of Estonia (1990-1992) and of its organs, the Committee of Estonia (1990) and the Constitutional Assembly (1991-1992).
