Role of cities in the institutional framework of the Union (A8-0203/2018 - Kazimierz Michał Ujazdowski) SV
Idag röstade Europaparlamentet om ett initiativbetänkande rörande städernas roll inom unionens institutionella ramar. Genom regionkommittén har EU:s städer idag en viktig roll som främjare av dialog och aktiv deltagare i EU:s beslutsprocess. Att städerna får komma till tals och kan påverka EU är demokratiskt viktigt när man betänker antalet EU-medborgare som bor och verkar i dem, en aspekt som dagens betänkande förtjänstfullt lyfter fram. Betänkandet innehåller dock ett flertal förslag som jag är mycket tveksam till. Förslag som riskerar att leda till mer administration och onödig byråkrati. Det främjar varken städerna eller EU. Jag valde därför att rösta mot betänkandet.
Climate diplomacy (A8-0221/2018 - Arne Lietz, Jo Leinen) SV
Idag röstade Europaparlamentet om ett initiativbetänkande rörande klimatdiplomati som uppmanar medlemsstaterna att ta gemensamt ansvar för de klimatförändringar jorden står inför. I betänkandet omnämns klimatflyktingar flera gånger, ett begrepp som jag menar är problematiskt av olika anledningar, bland annat för att det saknas en tydlig beskrivning av vad som avses och vilka som innefattas. Få verkar veta vad uttrycket innebär i praktiken. Det riskerar således uppstå oklarheter kring definitionen. Det finns dessutom en uppenbar risk för att ordet flykting urvattnas och att det uppstår kontroverser kring vad en flykting är och vem som har flyktingstatus. Klimatflyktingar tenderar att migrera korta distanser och ofta inom det egna landet, det är idag snarare ett regionalt problem än ett globalt sådant. Jag röstade därför för rapporten i sin helhet, men emot skrivningar innehållande begreppet.
Implementation of the EU Youth Strategy (A8-0162/2018 - Eider Gardiazabal Rubial) SV
Betänkandet avser EU:s ungdomspolitiska insatser i framtiden och man menar att brexit samt stigande utgifter kommer att påverka EU:s ungdomspolitik negativt. Man vill öka investeringar inom utbildning och kultur och man framhåller att EU:s program som Erasmus+ bör förstärkas och få ökad finansiering. KD är emot avsevärt stigande anslag och en svällande budgetram som blir kostsam för medlemsländerna och därför röstade jag emot betänkandet.
The future of food and farming (A8-0178/2018 - Herbert Dorfmann) SV
Idag röstade Europaparlamentet om ett betänkande om framtidens jordbrukspolitik. EU:s gemensamma jordbrukspolitik (CAP) är en förutsättning för såväl det svenska som det europeiska jordbruket. En fungerande jordbrukspolitik är nödvändig för att bevara en levande landsbygd och för att ställa om till ett mer hållbart och effektivt jordbruk. För att möta framtidens utmaningar föreslogs i betänkandet ökad protektionism, ökad prisreglering och ökade resurser till det som redan idag är EU:s största budgetpost. Detta är fel väg att gå. Istället måste mer resurser användas till forskning och utveckling, ökad internationell handel samt konkurrensneutralitet. På det sättet kan jordbruksstödet minskas och jordbrukssektorns hållbarhet och effektivitet säkerställas. Eftersom förslagen gick i annan riktning valde jag att rösta mot betänkandet.
Gender equality in the media sector in the EU (A8-0031/2018 - Michaela Šojdrová) SV
Idag röstade Europaparlamentet om ett initiativbetänkande rörande jämställdhet i mediasektorn. Att betänkandet understryker vikten av att bedriva ett aktivt arbete för ökad jämställdhet inom mediebranschen är angeläget. Dessvärre innehåller betänkandet också flera förslag som är mycket problematiska. Exempelvis föreslås lagstiftad kvotering av nyckelpersoner inom medieföretag och ett förbud mot medier att publicera material som uppfattas som könsstereotypt. Att via lagstiftning styra medieinnehåll är inte en bra idé, och föreslagen i detta betänkande strider mot vad jag uppfattar som grundläggande respekt för mediernas oberoende. Jag valde därför att rösta nej.
Strengthening economic, social and territorial cohesion in the EU (A8-0138/2018 - Marc Joulaud) SV
Europaparlamentet röstade idag om ett initiativbetänkande rörande EU:s sammanhållningspolitik. I betänkandet slås fast att samhanhållningspolitiken framgent måste bli ”mer ambitiös” och få större utrymme i budgeten och att den så kallade sociala pelaren måste implementeras. Jag delar inte dessa slutsatser, och valde därför att rösta nej.
Commission decision to activate Article 7 (1) TEU as regards the situation in Poland (B8-0119/2018, B8-0120/2018, B8-0121/2018) SV
Europaparlamentet röstade idag om en resolution som adresserar EU-kommissionens beslut att inleda ett så kallat 7.1-ärende mot Polen. Jag ställde mig bakom resolutionen eftersom den var balanserad och på ett lämpligt sätt markerar mot den oacceptabla utvecklingen i Polen. Inför behandlingen i plenum hade vänster- och kommunistpartierna i GUE-gruppen lagt fram ett ändringsförslag om att infoga kritik mot den nya lag som Polen infört och som kriminaliserar påståenden om polackers roll under Förintelsen. Denna lagstiftning är fullständigt oacceptabel och jag instämmer i den kritik som riktas mot den polska regeringen i detta avseende. Samtidigt är just denna lagstiftning inte en del av 7.1-förfarandet som resolutionen handlar om; tillägget i sig riskerar att försvaga Europaparlamentets stöd för 7.1-förfarandet. Jag röstade därför nej till tillägget, men vill samtidigt verka för att Polens nya lagstiftning om Förintelsen blir föremål för en separat resolutionsbehandling.
Current human rights situation in Turkey (B8-0079/2018, RC-B8-0082/2018, B8-0082/2018, B8-0084/2018, B8-0091/2018, B8-0092/2018, B8-0095/2018, B8-0097/2018, B8-0103/2018) SV
Jag stödjer denna resolution då den tydligt tar ställning mot de ökande kränkningarna av mänskliga rättigheter i Turkiet. Jag välkomnar därtill skrivningarna om behovet av att respektera kristna samfunds äganderätt, något som varit en återkommande orospunkt i Mardin-regionen. Jag röstade för ett yrkande som beskriver den turkiska aggressionen i Afrin som ”illegal”, då operationen strider mot internationell rätt och därtill riskerar att orsaka omfattande civilt lidande, nya flyktingströmmar samt ytterst innebära en eskalering av kriget i Syrien. Jag välkomnar resolutionens fördömande av gripandena av personer som opponerat sig mot Turkiets Afrin-operation.
Situation of UNRWA (RC-B8-0085/2018, B8-0085/2018, B8-0086/2018, B8-0088/2018, B8-0089/2018, B8-0090/2018, B8-0093/2018) SV
Behovet av internationellt stöd för de palestinska flyktingar som omfattas av det arbete UNRWA bedriver är stort och mot bakgrund av detta röstade jag för resolutionen. FN bör dock se över formerna för stödet, och överväga att inkorporera det i UNHCR. UNRWA är det enda FN-organ som skapats för att hantera ett enda specifikt flyktingproblem, och saknar därtill mandat för att lösa problemet. Jag välkomnar resolutionens uppmaning till arabstaterna att öka sitt begränsade ekonomiska stöd till UNRWA. Resolutionens balans hade dock ökat om de problematiska aspekterna av UNRWA inkluderats i texten. UNRWA:s personal har uttalat sig på ett sätt som ligger utanför FN-mandatet och UNRWA undviker konsekvent att nämna Hamas destruktiva roll i Gaza. Därtill kan läggas skandaler såsom att UNRWA anställt två ledande Hamas-medlemmar och att terrortunnlar hittats under UNRWA-skolor på Gazaremsan. Ett av de mest problematiska avslöjandena rör dock UNRWA-finansierade skolböcker, vilka innehåller antisemitiska texter som hävdar att judar inte har någon rätt i Palestina och att de endast har ”giriga ambitioner”, samt att judar inte har några heliga platser i regionen och att muslimska heliga platser hotas av judar. EU bör tillsätta en oberoende övervakningsmekanism som säkerställer att utbildningssystemet syftar till försoning istället för konflikt.
Jurisdiction, recognition and enforcement of decisions in matrimonial matters and matters of parental responsibility, and international child abduction (A8-0388/2017 - Tadeusz Zwiefka) SV
Idag behandlade Europaparlamentet den omarbetade förordningen om behörighet, erkännande och verkställighet av avgöranden i äktenskapsfrågor och frågor om föräldraansvar, och om internationella bortföranden av barn. Omarbetningen har nödvändiggjorts mot bakgrund av en allt mer rörlig EU-befolkning och ett ökat antal barn som hamnar mellan stolarna i exempelvis vårdnadstvister vid skilsmässa. Frågan är inte minst viktig för att säkerställa att barn inte far illa eller bortförs, vilket är förekommande under dessa processer. Det är dock samtidigt viktigt att säkerställa att medlemsstaternas självbestämmande gällande äktenskapliga frågor inte undergrävs. Eftersom den omarbetade versionen skapar goda förutsättningar för barn i framtida vårdnadstvister och inte harmoniserar lagstiftningen på området, utan enbart begär av de nationella domstolarna att acceptera andra medlemsstaters myndighetsbeslut, valde jag att stödja betänkandet.
Annual report on the implementation of the Common Security and Defence Policy (A8-0351/2017 - Michael Gahler) SV
Ett fördjupat europeiskt försvarssamarbete med respekt för försvarspolitik som nationell angelägenhet. Detta är min utgångspunkt i synen på den gemensamma försvars- och säkerhetspolitiken, och följaktligen på dagens betänkande om den gemensamma säkerhets- och försvarspolitiken (GSFP). I Kristdemokraternas europapolitiska program förordas ökad europeisk operationell förmåga för att kunna bidra till internationella fredsinsatser samt att EU-länderna måste ta ett större militärt ansvar för sitt närområde. Kristdemokraterna förespråkar samordning med Nato, men konstaterar också att EU måste skapa större förutsättningar för att kunna agera på egen hand i fall då inte Nato kan eller bör ingripa. EU:s snabbinsatsstyrkor bör kunna utnyttjas. Detta rimmar väl med delar av detta betänkande. Betänkandet innehåller dock mycket långtgående förslag om att flytta finansieringen av militära utgifter från mellanstatlig (”Athena-mekanismen”) till överstatlig nivå, ett ”gemensamt och oberoende europeiskt försvar”, ”permanent samlade militära enheter”, att den europeiska försvarspolitiken ska utvecklas överstatligt istället för mellanstatligt samt att ett nytt ”generaldirektorat för försvar inom kommissionen” ska inrättas. Utifrån min och partiets syn på nationell suveränitet röstade jag mot emot samtliga dessa förslag och valde att avstå i slutvoteringen.
Annual report on the implementation of the Common Foreign and Security Policy (A8-0350/2017 - David McAllister) SV
Min och Kristdemokraternas starka övertygelse är att EU-länderna måste förstärka sitt utrikespolitiska samarbete och vara beredda att lägga sina nationella egenintressen åt sidan i större utsträckning än vad vi sett genom historien. Detta betänkande om den gemensamma utrikes- och säkerhetspolitiken går i samma riktning, och jag valde därför att stödja den. I enskilda voteringar valde jag dock att rösta emot förslag som innebär en överföring av makt över försvarspolitiken till den överstatliga nivån. Kristdemokraterna bejakar ett fördjupat samarbete, men betonar att detta ska ske på mellanstatlig nivå. Jag röstade därför för fortsatt mellanstatlig finansiering av europeiskt försvarssamarbete (Athena-mekanismen) och mot formuleringar om ”nya finansieringskällor”.
Annual report on human rights and democracy in the world 2016 and the EU policy on the matter (A8-0365/2017 - Godelieve Quisthoudt-Rowohl) SV
Detta betänkande om mänskliga rättigheter och demokrati i världen 2016 är välbalanserat och innehåller bland annat flera delar av stor betydelse för religionsfrihet och religiösa minoriteter. Betänkandet uppmärksammar det ökande antalet angrepp mot religiösa minoriteter och uppmanar EU och dess medlemsstater att öka sina ansträngningar för att förbättra religionsfriheten och att externt främja interkulturell och interreligiös dialog. Därtill understryks vikten av EU:s riktlinjer för främjande och skydd av religionsfrihet, inkl. att EU:s personal vid högkvarter och i delegationer tillförsäkras systematisk och konsekvent utbildning. Denna punkt är viktig, eftersom utbildningen hittills varit bristfällig och inte ens utvärderats. EU har sedan några år ett särskilt sändebud för främjande av religionsfrihet, och jag välkomnar att parlamentet stödjer detta ”fullt ut”. Av stor vikt är även kraven på rättvisa för offren för Islamiska Statens folkmord, och uppmaningen till EU och dess medlemsstater att stödja åtal mot medlemmar i terroristgrupper såsom IS genom att be FN:s säkerhetsråd att ge Internationella brottmålsdomstolen behörighet i denna fråga eller säkerställa att rättvisa skipas genom en särskild domstol eller genom universell jurisdiktion. Beträffande skrivningarna om sexuell och reproduktiv hälsa vidhåller jag min uppfattning att EU ska respektera att ansvaret för hälso- och sjukvårdspolitiken hör hemma på nationell nivå.
Extension of the duration of the European Fund for Strategic Investments (A8-0198/2017 - Udo Bullmann, José Manuel Fernandes) SV
Idag röstade Europarlamentet om en förlängning av Europeiska fonden för strategisk investering (EFSI), från 2018 till 2020. Förlängningen innebär också att fonden tilldelas ytterligare 11 miljarder euro, vilket innebär en total budget på 27 miljarder euro. EFSI har som uppgift att överlappa investeringsgapet i EU genom att investera i länder och företag med en större riskprofil. Att investeringsgapet överbyggs är viktigt för fortsatt tillväxt och bättre konkurrenskraft. Det är däremot oklart om EFSI är den mest effektiva lösningen på problemet. Innan fonden förlängs och tilldelas nya resurser krävs därför en oberoende granskning av fondens verksamhet. Den enda utvärdering som skett hittills gjordes alltför kort efter att fonden inrättades för att den ska klassas som pålitlig. Att tilldela en fond 11 miljarder euro, ungefär 100 miljarder kronor, utan ett bättre underlag är i min mening oansvarigt. Jag valde därför att rösta nej.
Rules on the exercise of copyright and related rights applicable to certain online transmissions of broadcasting organisations and retransmissions of television and radio programmes (A8-0378/2017 - Tiemo Wölken) SV
Idag röstade Europaparlamentet om huruvida den position som antagits av juridiska utskottet gällande broadcastdirektivet ska gå direkt till förhandlingar med ministerrådet eller inte.Frågan är komplex och ett flertal intressen måste tas i beaktande. Dels handlar det om att slå vakt om upphovsrättshavarnas rättigheter, bland annat gäller det rätten till lämplig ersättning. Lagstiftningen måste även se till att upphovsrätten inte undergrävs samt slå vakt om kontraktsfriheten. Dels måste lagstiftningen ta hänsyn till teknikutvecklingen. Både användandet av on-demand-plattformar och antalet som följer TV-program som sänds från utlandet ökar. Det är därför av stor vikt att TV-bolagens möjlighet att sända program utomlands via internet ökar, förutsatt att både TV-bolaget och upphovsrättshavaren har godkänt detta. Det råder dock stor osäkerhet kring det juridiska utskottets förslag. I betänkandet tas upphovsrättshavarnas intressen tillvara, men det riskerar samtidigt att hindra omotiverat många TV-program från att sändas utomlands. Att säga nej, och öppna upp betänkandet för ytterligare behandling i Europaparlamentet, riskerar dock att undergräva kontraktsfriheten. Att ensidigt stödja en sida i dagens votering riskerar därmed att undergräva något av dessa intressen. Mot denna bakgrund valde jag att lägga ner min röst.
EU Citizenship Report 2017: Strengthening Citizens' Rights in a Union of Democratic Change (A8-0385/2017 - Beatriz Becerra Basterrechea) SV
Idag röstade Europaparlamentet om ett betänkande rörande EU-medborgares rättigheter. Det är ett brett betänkande som spänner över väldigt många olika politiska frågeställningar. Bland annat tas frågan om minoriteters rättigheter upp och problematiken med EU-medborgares rättigheter i förhållande till Brexit-processen. Tyvärr ställs i betänkandet också en lång rad krav som Kristdemokraterna inte stödjer, exempelvis EU-lagstiftning för att kvotera bolagsstyrelser, gemensamma europeiska valsedlar i EU-valen och inrättandet av en europeisk public service-kanal. Därutöver präglas betänkandet av en negativ syn på frihandel och en allt för expansiv syn på offentliga finanser. Jag valde vid en samlad bedömning att rösta nej till betänkandet.
2018 budgetary procedure (A8-0359/2017 - Siegfried Mureşan, Richard Ashworth) SV
Europaparlamentet har idag godkänt en överenskommelse mellan ministerrådet och Europaparlamentet om 2018 års EU-budget. För varje år som går tenderar EU:s budget att öka, i år med 2,2 miljarder euro, vilket motsvarar ca. 20 miljarder svenska kronor. Kristdemokraterna anser att detta är fel väg att gå. Istället bör budgetkostnader kopplade till exempelvis migration och forskning finansieras genom att EU stegvis trappar ner utgifter inom områden som jordbruks-, arbetsmarknads-, regionalstöds- och industripolitik. Denna uppfattning markerade jag också genom att trycka på nej-knappen i samband med att Europaparlamentet röstade om sitt första bud i budgetprocessen i oktober. Men EU behöver en budget för att fungera, och för att visa respekt för den enighet som uppnåtts i budgetfrågan bland EU:s medlemsländer, valde jag att idag att rösta för.
Implementation of the European Disability Strategy (A8-0339/2017 - Helga Stevens) SV
Idag röstade Europaparlamentet om ett betänkande som utvärderar EU:s handikappstrategi. Funktionshinderpolitiken är en central fråga för Kristdemokraterna, att utsatta personer bereds möjlighet att vara en del av samhällsgemenskapen är i grunden en fråga om människovärde. Detta understryks i betänkandet, liksom vikten av att utbyta bäst praxis och övervaka frågorna på EU-nivå. Därför stödde jag betänkandet i slutvoteringen. I olika delvoteringar markerade jag dock mot några av betänkandets skrivningar som inte tillräckligt tar hänsyn till att exempelvis diskrimineringslagstiftning och juridiska konstruktioner av förmyndarskap i grunden är nationell kompetens.
Deployment of cohesion policy instruments by regions to address demographic change (A8-0329/2017 - Iratxe García Pérez) SV
Idag behandlade Europaparlamentet ett betänkande rörande den demografiska förändringen inom EU och särskilt dess konsekvenser på EU:s sammanhållnings- och regionalpolitik. EU står, liksom Sverige, inför en demografisk utmaning där allt färre kommer att behöva försörja allt fler, något som kommer att bli särskilt kritiskt i de fattigaste landsbygdsområdena i unionen. Kristdemokraterna anser därför att den gemensamma sammanhållningspolitiken riktas om för att ha ett ännu tydligare fokus på de mest utsatta områdena. Detta betänkande kommer till en annan slutsats, och begär dessutom att regionalpolitiken ska få ett ännu större utrymme i EU:s budget. Vid en samlad bedömning valde jag därför att rösta mot betänkandet.
Economic policies of the euro area (A8-0310/2017 - Gunnar Hökmark) SV
Idag har Europaparlamentet röstat om ett initiativbetänkande från det ekonomiska utskottet (ECON) rörande den ekonomiska politiken för eurozonen. Ett i huvudsak välbalanserat betänkande med tonvikt på strukturreformer och ekonomiskt ansvarstagande. I betänkandet finns dock problematiska tillägg från sysselsättningsutskottet (EMPL) som bland annat rör den så kallade sociala pelaren. Jag vänder mig emot dessa skrivningar, och visade detta i separata delvoteringar, men gav ändå betänkandet mitt stöd i slutvoteringen.
Renewing the approval of the active substance glyphosate (Objection pursuant to Rule 106) (B8-0567/2017) SV
Idag röstade vi om huruvida Europaparlamentet ska överpröva det faktum att EU-kommissionen förlängt tillståndet för att använda glyfosat, som är ett bekämpningsmedel som många jordbrukare i Europa och Sverige använder. Eftersom EU:s kemikaliemyndighet, liksom en lång rad vetenskapliga instanser, gett grönt ljus till fortsatt användning av glyfosat valde jag att rösta nej till att överpröva kommissionens beslut.
Legitimate measures to protect whistle-blowers acting in the public interest (A8-0295/2017 - Virginie Rozière) SV
Idag röstade Europaparlamentet om ett betänkande gällande skydd för så kallade visselblåsare. Principen om skydd till personer som slår larm om oegentligheter är central för att avslöja och förebygga brott. Yttrandefrihet, öppenhet och transparens är grundläggande i varje demokrati.Samtidigt finns enskilda förslag i betänkandet som är alltför ensidigt formulerade. En lagstiftning på det här området bör vara balanserad, exempelvis måste hänsyn tas till både arbetstagare och arbetsgivare i sammanhang som rör arbetsmarknaden. Dessutom är det viktigt att EU:s medlemsländer själva har friheten att utarbeta nationell lagstiftning som utgår från respektive arbetsmarknadsmodeller, vilket betänkandet i vissa delar bortser ifrån.Trots bristerna i betänkandet valde jag att i slutvoteringen rösta ja och på det sättet stödja principen om förstärkt skydd för visselblåsare.
Objection to an implementing measure: scientific criteria for the determination of endocrine disrupting properties (B8-0542/2017) SV
Europaparlamentet tog idag ställning till en invändning mot kommissionens förslag till kriterier för hormonstörande ämnen för biocider. Det vill säga huruvida parlamentet ska underkänna kriterier för vissa typer av bekämpningsmedel. Under alliansregeringen stämde Sverige EU-kommissionen för att ha varit för långsamma med att besluta om kriterier för hormonstörande ämnen. De kriterier som kommissionen nu till slut har presenterat är baserade på rekommendationer från WHO och EU:s livsmedels- och kemikaliemyndigheter. Som politiker måste jag i sådana här lägen lita till expertisen. Det är också viktigt för Sveriges bönder och lantbrukare att ha ett fungerande och långsiktigt hållbart regelverk. Jag valde därför att inte stödja den invändning mot kommissionens kriterier som den gröna och socialdemokratiska partigruppen i Europaparlamentet stod bakom.
Ending child marriage (B8-0535/2017) SV
Idag röstade Europaparlamentet om en resolution gällande avskaffandet av barnäktenskap. Detta är en viktig fråga där EU och dess medlemsländer omedelbart måste agera. Med i resolutionen fanns ett yrkande om att EU bör fylla det ekonomiska tomrum som uppstått efter USA:s beslut att återinföra den så kallade ”Mexico City Policy”. Beslutet innebär att USA stoppar allt bistånd som går till internationella icke-statliga organisationer som erbjuder, ger rådgivning, hänvisar till eller förordar sexuell och reproduktiv hälsa. Europaparlamentets resolution är problematisk då den inte tar hänsyn till de skilda uppfattningar som finns inom EU avseende abortfrågan. Med tanke på att socialpolitik och abortfrågan är nationell kompetens måste varje enskild medlemsstat ha rätt att på egen hand avgöra om biståndsmedel ska gå till att kompensera för effekterna av amerikansk biståndspolitik. Med hänsyn till denna samlade problematik valde jag att lägga ner min röst vid dessa specifika omröstningar, men rösta för resolutionen i slutvoteringen.
Women’s economic empowerment in the private and public sectors in the EU (A8-0271/2017 - Anna Hedh) SV
Idag röstade Europaparlamentet om ett initiativbetänkande gällande att främja kvinnors ekonomiska egenmakt. Ämnet är angeläget, kvinnors egenmakt är på många håll i Europa kraftigt eftersatt. Dessvärre domineras betänkandet av förslag som varken gynnar jämställdheten eller Europasamarbetet. Det rör exempelvis krav på EU-direktiv om kvotering av bolagsstyrelser och förslag om att på olika sätt utöka EU:s beslutanderätt gällande social- och socialförsäkringspolitiken. Detta stämmer inte överens med Kristdemokraternas politik och vår syn på EU:s roll. Jag valde därför att rösta nej.
Transparency, accountability and integrity in the EU institutions (A8-0133/2017 - Sven Giegold) SV
Idag har Europaparlamentet röstat rörande ett initiativbetänkande om EU-institutionernas transparens. Mycket i betänkandet är vällovligt, men i betänkandet finns också förslag om att Europaparlamentariker måste registrera och offentliggöra vilka individer eller organisationer som han eller hon möter. Jag ser gärna ett frivilligt sådant system. I grund och botten måste förtroendevalda emellertid också åtnjuta förtroendet att efter eget huvud avgöra vilka de träffar, under vilka omständigheter detta sker och när eller om detta ska redovisas publikt.Det fanns i betänkandet dessutom olika krav på reglering av lobbyism som skulle riskera att slå hårt mot små ideella organisationer, som inte har samma resurser som de kapitalstarka och stora branschorganisationerna. Det är viktigt att den ideella och idédrivna sektorn har möjligheter att göra sin röst hörd. Därför valde jag, att i likhet med min partigrupp, rösta mot betänkandet.
2018 Budget - Mandate for the trilogue (A8-0249/2017 - Siegfried Mureşan) SV
I dag röstade Europaparlamentet om ett betänkande som utgör en första kommentar till Kommissionens budgetförslag för EU:s budget 2018. Betänkandet från Budgetutskottet föreslår bland annat införandet av en EU-skatt, liberalare tolkningar av budgetreglerna och ett EU-finansierat Interrailkort till alla 18-åringar. Förslag som inte stämmer överens med Kristdemokraternas syn på EU-budgetens utformning. Kristdemokraterna vill långsiktigt trappa ner EU:s utgifter inom områden som jordbruk, arbetsmarknad, regionalstöd och industripolitik. Detta betänkande föreslår en utveckling i motsatt riktning, varför jag valde att rösta nej.

Idag röstade Europaparlamentet om ett betänkande som föreslår ett godkännande av att outnyttjade medel i EU-budgeten förs över till nästkommande års budget samtidigt som medlemsländernas bidrag minskas med motsvarande summa. Detta är en budgetteknisk åtgärd som jag stödjer. Jag valde därför att rösta ja till betänkandet. Jag vill dock i sammanhanget markera mot framförallt två problematiska skrivningar som fanns med i betänkandets brödtext. Dels krav på en liberalare tolkning av budgetreglerna och dels en skrivning som beklagar det påstådda ”underutnyttjandet” av budgetmedel. Dessa skrivningar står i bjärt kontrast till kristdemokratisk budgetpolitik i Europaparlamentet.
Working conditions and precarious employment (A8-0224/2017 - Neoklis Sylikiotis) SV
Idag röstade Europaparlamentet om ett initiativbetänkande rörande arbetsvillkor och osäkra anställningar i Europa. Det är en angelägen fråga. Schysta kontrakt och arbetssituationer är av yttersta vikt för att locka kompetent arbetskraft till medlemsstaterna och få fler européer i arbete. Tyvärr svarar resolutionen inte på dagens problem. Överstatlighet, protektionism och snedvridna anställningsvillkor är en återvändsgränd i dagens globaliserade värld. En sådan inriktning riskerar snarare att undergräva den europeiska arbetsmarknaden med färre arbeten som resultat. Fokus bör istället ligga på att stärka konkurrenskraften, öka rörlighet mellan medlemsstaterna och bibehålla den nationella kompetensen för arbetsmarknadsfrågor; enbart då kan en starkare europeisk arbetsmarknad med både fler och bättre jobb växa fram. Tyvärr bortser betänkandet från detta varför jag valde att rösta nej vid slutvoteringen.
Binding annual greenhouse gas emission reductions to meet commitments under the Paris Agreement (A8-0208/2017 - Gerben-Jan Gerbrandy) SV
Idag röstade Europaparlamentet om EU-kommissionens förslag till bördefördelning mellan medlemsländerna för att nå upp till EU:s klimatmål. Frågan rör växthusgaser från de sektorer som inte omfattas av EU:s utsläppshandel, exempelvis transporter och jordbruket. Förslaget är emellertid obalanserat. Sveriges vilja att gå före används av kommissionen för att ställa lägre krav på stora utsläppsländer som Polen och Bulgarien. Sveriges andel i förhållande till de andra medlemsstaterna har blivit orimligt stor. Detta har Kristdemokraterna och övriga allianspartier tidigare markerat i EU-nämnden. Jag valde därför att rösta nej vid dagens votering.

Idag röstade Europaparlamentet om en resolution som protesterar mot kommissionens beslut att förbjuda bekämpningsmedel i s.k. ekologiska fokusområden. Idag är det upp till medlemsstaterna att anta regler om bekämpningsmedel i de ekologiska fokusområdena. Om beslutandemakt ska flyttas uppåt måste det ha ett tydligt mervärde. I det här fallet skulle det för Sveriges del betyda att bönderna inte kan använda denna mark till att odla de grödor de använder de ekologiska fokusområdena till idag. LRF varnar för att marken i sådana fall kan komma att gå i träda. Det vore mycket olyckligt. Dessutom är det inte rimligt att införa ett förbud med så kort varsel som kommissionen nu gör. Bönderna behöver långsiktiga spelregler och ska kunna planera sin produktion över en hel CAP-period. Jag valde därför att stödja resolutionen.
The need for an EU strategy to end and prevent the gender pension gap (A8-0197/2017 - Constance Le Grip) SV
Idag röstade Europaparlamentet om ett initiativbetänkande som behandlar frågan om pensionsgapet mellan kvinnor och män. Pensionsgapet är ett reellt problem i många av unionens länder och behöver rätteligen åtgärdas, vilket även KD drivit på för i Sverige. Betänkandet var i sin ursprungliga version ett balanserat förslag med fokus på både arbetsmarknad och subsidiaritet, men under voteringen vann tyvärr ett flertal av vänsterförslagen gehör. Det slutgiltiga betänkandet blev således varken välavvägt eller balanserat och hade dessutom uppenbara subsidiaritetsproblem, och implementerat skulle det leda till både sämre tillväxt och lägre pensioner. Efter en samlad bedömning, med både frågans angelägenhet och subsidiaritetsprincipen i åtanke, valde jag att lägga ner min röst.
State of play of the implementation of the Sustainability Compact in Bangladesh (B8-0396/2017) SV
Idag röstade Europaparlamentet om en resolution rörande implementeringen av en handelspolitisk överenskommelse med Bangladesh (Bangladesh Sustainability Compact). EU har en viktig roll som pådrivare för en bättre utveckling i Bangladesh, vilket resolutionen också understryker. Jag valde därför att stödja resolutionen. Samtidigt vill jag i sammanhanget understryka vikten av att EU använder alla sina verktyg för att förbättra situationen i Bangladesh. Landet har tilldelats handelslättnader i utbyte mot ratificering av FN-konventioner och naturligtvis måste implementeringen av dessa följas upp löpande.
Building blocks for a post-2020 EU cohesion policy (A8-0202/2017 - Kerstin Westphal) SV
Idag röstade Europaparlamentet om ett betänkande som utvärderar och planerar framtiden för unionens sammanhållningspolitik (s.k. cohesion policy), ett i stora delar bra betänkande som framhäver sammanhållningspolitikens framgångar och utmaningar. Min partigrupp förlorade emellertid två delvoteringar angående förslag som undergräver EU:s budgetregler. För att EU:s stödprogram ska vinna förtroende bland väljare och skapa största tänkbara nytta för dem som får del av stödet krävs att reglerna efterlevs. Efter en samlad bedömning valde jag därför att lägga ner min röst i slutvoteringen.
EU-Norway Agreement on supplementary rules in relation to the instrument for financial support for external borders and visa (A8-0174/2017 - Tomáš Zdechovský) SV
I dag röstade Europaparlamentet om kompletterande regler mellan EU och Norge vad gäller Norges finansiella bidrag till Schengens yttre gränser och visasystem, för att Norge ska få tillgång till EU:s inre marknad. Betänkandet är bra, det bör därför inte riktas någon kritik mot dess innehåll. Istället bör kritik riktas mot det som inte finns med, det vill säga de allt för höga norska tullarna på ost och kött. Tullar som framför allt skapar orättvisa förutsättningar för svenska jordbrukare som vill sälja dessa produkter. Det är mycket olyckligt att varken Europaparlamentet eller Kommissionen valt att ställa krav på att Norge ska avveckla sina tullar.
Annual report 2015 on the protection of EU's financial interests - Fight against fraud (A8-0159/2017 - Julia Pitera) SV
Europaparlamentet behandlade idag det årliga betänkande om värnandet av EU:s finansiella intressen, och det berör framförallt bedrägeri i samband med unionens olika fonder. Betänkandet är på det hela taget mycket bra, varför jag vid omröstningen gav det mitt stöd. Jag vill i sammanhanget dock markera mot skrivningarna om den europeiska åklagarmyndigheten (EPPO). Betänkandet uttrycker inte tillräckligt tydlig respekt för Sveriges val att stå utanför EPPO. Myndigheten skulle vid ett svenskt deltagande överta åklagarbehörigheter i vissa frågor som idag räknas som nationell kompetens. Det råder i Sverige blocköverskridande enighet kring att det är en dålig idé, inte minst mot bakgrund av den svenska åklagarmyndigheten anses besitta en mycket hög kompetens på området.
Hybrid mismatches with third countries (A8-0134/2017 - Olle Ludvigsson) SV
I dag röstade Europaparlamentet om ett förslag mot skatteflykt som syftar till att hantera problem med så kallade hybrida missmatchningar. Det handlar i korthet om att försöka undvika att företag med verksamhet i flera länder kommer undan skatteplikten genom att utnyttja olikheter i ländernas olika system. Regler på området finns redan, men detta förslag syftar till att komma åt problemet även vad gäller länder utanför EU. Att bekämpa skatteflykt är viktigt, och givetvis ska kryphål och missmatchningar undvikas. Samtidigt är det viktigt att understryka att skattesystemens utformning ytterst är nationell kompetens. Eftersom detta betänkande i huvudsak präglades av denna förståelse valde jag att stödja det.
European Year of Cultural Heritage (A8-0340/2016 - Mircea Diaconu) SV
I dag röstade Europaparlamentet om en överenskommelse med Europeiska rådet om ett Europeiskt kulturarvsår. Kulturarvsfrågorna är viktiga, men de är i grunden inte en EU-fråga. Att prioritera överstatlig kulturpolitik samtidigt som en bredare diskussion förs om det hål i budgeten som kommer att uppstå när Storbritannien lämnar EU är inte ansvarstagande. Samtidigt sker finansieringen av projektet inom ramen för redan beslutad budget. Jag valde att lägga ner min röst.
EU flagship initiative on the garment sector (A8-0080/2017 - Lola Sánchez Caldentey) SV
I dag röstade Europaparlamentet om ett betänkande om kläd- och textilimporten till Europa. Betänkandet är en uppföljning efter den tragiska olyckan i Bangladesh 2013, och föreslår en rad åtgärder för att främja social hållbarhet i klädindustrin i länder som exempelvis Bangladesh. Att EU använder sin mjuka makt för att stärka mänskliga rättigheter och sociala förhållanden i mindre utvecklade länder är betydelsefullt. Tyvärr präglas detta initiativbetänkande i alltför hög grad av en negativ syn på textilhandel generellt. Det är min och Kristdemokraternas övertygelse att fattigdomsbekämpning effektivast sker genom ökat ekonomiskt handelsutbyte och väl utvecklade biståndsprogram. Detta betänkande präglades inte i tillräckligt hög grad av denna slutsats. Vid en samlad bedömning valde jag att lägga ner rösten vid slutomröstningen.
Multiannual financial framework for 2014-2020 (A8-0110/2017 - Jan Olbrycht, Isabelle Thomas) SV
Idag röstade Europaparlamentet om att godkänna ett enhälligt rådsbeslut om en revidering av EU:s flerårsbudget som löper mellan 2014 och 2020. Beslutet ökar flexibiliteten i flerårsbudgeten vilket leder till högre budget än ursprungligen beslutats om, bland annat för att kunna hantera ökade utgifter i samband med flyktingkrisen. Jag och Kristdemokraterna tycker i sak det är fel att hantera detta genom ökade utgifter, istället bör det ske genom att omfördela pengar inom de befintliga budgetramarna. Jag har vid Europaparlamentets olika inspel i budgetprocesserna, både rörande flerårsbudgeten och de respektiva årsbudgeterna, markerat denna uppfattning genom att rösta nej. I det här fallet valde jag dock att visa respekt för enigheten som fanns bland medlemsländerna, och se till ändamålet, nämligen att hantera en besvärlig flyktingsituation, och valde därför att stödja överenskommelsen.
EU priorities for the UN Human Rights Council sessions in 2017 (RC-B8-0183/2017, B8-0183/2017, B8-0184/2017, B8-0185/2017, B8-0186/2017, B8-0187/2017, B8-0188/2017, B8-0189/2017) SV
Detta initiativbetänkande är en i stora delar oproblematisk resolution. Problemet är dock att den innehåller skrivningar om Israel som är ensidiga. I synnerhet gäller detta den resolution om Gaza-kriget från FN:s människorättsråd, ”om att säkerställa ansvar och rättvisa för alla brott mot internationell rätt i de ockuperade palestinska områdena, inklusive östra Jerusalem”, som resolutionen hänvisar till. Denna resolution från människorättsrådet utgår från den officiella FN-rapporten om Gaza-kriget 2014, vilken kritiserade båda parterna i konflikten. Men till skillnad från den officiella FN-rapporten tar människorättsrådets resolution endast upp Israels ageranden och bortser helt från de brott som har eller kan ha begåtts av terroristorganisationen Hamas. Att resolutionen uppmanar EU att ha den resolutionen som en utgångspunkt för sitt arbete gjorde att jag valde att avstå i slutomröstningen.
Constitutional, legal and institutional implications of a Common Security and Defence Policy: possibilities offered by the Lisbon Treaty (A8-0042/2017 - Esteban González Pons, Michael Gahler) SV
I dag röstade Europaparlamentet om ett betänkande rörande hur EU kan stärka sin försvarsförmåga. Europa behöver stärka sin försvarsförmåga, och givetvis bör även EU användas som plattform för detta. Fördjupat samarbete mellan EU och Nato, en permanent ledningscentral för främst fredsfrämjande operationer utomlands och en gemensam forsknings- och materielfond är exempel på konstruktiva förslag i betänkandet. Tyvärr fanns i texten också alltför långtgående skrivningar om renodlade EU-förband och att stegvis flytta över den militära kapaciteten till EU-nivå. Vid en samlad bedömning valde jag att lägga ner min röst i slutomröstningen.
Commission's approval of Germany's revised plan to introduce a road toll (B8-0180/2017) SV
I dag röstade Europaparlamentet om en resolution rörande tyska vägtullar. Att vägtullar utformas på ett sätt som inte stör den inre marknaden och diskriminerar medborgare i andra EU-länder är viktigt, vilket också var resolutionens huvudbudskap. Jag vill dock i sammanhanget understryka att frågan om huruvida det tyska systemet bryter mot EU-rätten är en fråga som måste avgöras i domstol, och inte i Europaparlamentet. Jag markerade denna uppfattning i en delvotering.
Guidelines for the 2018 budget - Section III (A8-0060/2017 - Siegfried Mureşan) SV
I dag röstade Europaparlamentet om sitt första inspel till EU-budgeten för 2018. I betänkandet fanns viktiga skrivningar om behovet av stärkta resurser på områden som forskning, innovation, säkerhet, migration och utgifter kopplade till gemensamt ansvar för yttre gränser. Tyvärr finns i texten inte insikten om att detta i första hand bör finansieras genom omfördelning av budgeten. Istället föreslås ökade EU-utgifter genom EU-skatt. Andra förslag som jag vänt mig emot, till exempel finansiering av interrailkort till alla EU:s 18-åringar liksom en flexiblare inställning till flexibilitetsmekanismen, fanns också med i betänkandet. Vid en sammanlagd avvägning valde jag att rösta nej.
Equality between women and men in the EU in 2014-2015 (A8-0046/2017 - Ernest Urtasun) SV
Europarlamentet har i dag röstat om ett betänkande som går igenom situationen i medlemsländerna under 2014 och 2015 rörande jämställdheten mellan män och kvinnor. Det är en angelägen fråga, där stora delar av Europa har mycket kvar att göra. Dessvärre finns ett antal förslag i betänkandet som strider mot subsidiaritetsprincipen och mina kristdemokratiska värderingar. Det rör sig bland annat om överstatlig reglering av föräldraförsäkringsfrågor, alltför positiv syn på kommissionens förslag till den så kallade sociala pelaren och olika typer av kvoteringsiver. Vid en samlad bedömning fann jag de negativa förslagen alltför många varpå jag röstade nej.
EU funds for gender equality (A8-0033/2017 - Clare Moody) SV
I dag röstade Europaparlamentet om ett betänkande rörande EU-medel till jämställdhet, speciellt inom ramen för olika EU-fonder. Betänkandet tar upp flera viktiga frågor för att uppnå ett mer jämställt Europa. Exempelvis föreslås fortsatt arbete för att stävja våld mot kvinnor, kvinnors rätt till lika lön för lika arbete och stöd till kvinnligt företagande. Tyvärr innehöll betänkandet även krav på ökad EU-budget och en del överstatliga förslag inom socialpolitiken. Jag röstade emot dessa förslag i delomröstningar och valde efter en samlad bedömning att lägga ner min röst i slutomröstningen.
Implementation of the Creative Europe programme (A8-0030/2017 - Silvia Costa) SV
Idag röstade Europaparlamentet om ett betänkande rörande EU-programmet ”Kreativa Europa”. Betänkandet speglar ett program som tagit sig vatten över huvudet, där reklamen för att ansöka om programmets bidrag till projekt inom europeisk film och spel varit så framgångsrik att bara en bråkdel av ansökningarna blir godkända. Betänkandet önskar därför ökade medel till programmet, något jag tycker vore en grav felprioritering av unionens medel. Jag valde därför att rösta nej.
Implementation of the Europe for Citizens programme (A8-0017/2017 - María Teresa Giménez Barbat) SV
Idag röstade Europaparlamentet om ett betänkande rörande EU-programmet ”Ett Europa för medborgarna” som är unionens sätt att skapa en brygga mellan EU:s institutioner och dess medborgare via vänortsföreningar, nätverk mellan europeiska städer och projekt från det civila samhället. Programmet har varit framgångsrikt på flera plan men parlamentet vill genom detta betänkande genomföra en signifikant ökning av programmets budget, något jag tycker är en felprioritering. Kulturpolitiken hör enligt subsidiaritetsprincipen hemma på nationell eller lokal nivå. Jag valde därför att rösta nej.
Possible evolutions of and adjustments to the current institutional set-up of the European Union (A8-0390/2016 - Guy Verhofstadt) SV
Idag röstade Europaparlamentet om sin syn på hur kommande fördragsrevideringar bör se ut. Betänkandet är långtgående och röstades igenom med liten marginal. Texten pläderar bland annat för EU-skatt, för avskaffande av kravet på enhetlighet i rådet vid fördragsändringar samt för en federal regeringsstruktur. Jag röstade nej till betänkandet i enighet med Kristdemokraternas uppfattning om subsidiaritet och EU som ett samarbete med respekt för medlemsländernas nationella olikheter.

Idag röstade Europaparlamentet om ett betänkande rörande hur EU skulle kunna reformeras inom ramen för nuvarande fördrag. Tyvärr landar parlamentet, som så ofta vid liknande omröstningar, i en rad felslut. I betänkandet återfinns krav på en regeringsstruktur med gemensam finansminister, EU-skatt, EU-försvar och välfärdspolitik på EU-nivå. Jag valde att rösta nej till betänkandet.
Budgetary capacity for the Eurozone (A8-0038/2017 - Reimer Böge, Pervenche Berès) SV
Idag röstade Europaparlamentet om ett betänkande som föreslår en egen budgetkapacitet för euroområdet. I klartext innebär detta att Europaparlamentet vill att euroländerna skaffar en gemensam budget och att EU på olika sätt delas upp mellan euro- och icke-euroländer. EU föreslås i betänkandet även få en federal regeringsstruktur och beskattningsrätt. Det ligger långt från den EU-utveckling som Kristdemokraterna förordar, varför jag valde att rösta nej till betänkandet.

1.
